Grant, Have you checked the ground? Have seen the ground leads tied together and only one connection made to ground.

I would suspect Joe is dead on. If the high brake light is functioning it almost has to be a ground problem with the others or possibly a bad or corroded connector in the scheme of things. It is indeed strange the turn signals work but the brake light function to those same taillights is not working.

3rd brake light is a separate feed. check the brake wires in/out of column first.

ditto, third lite is seperate. had the same problem with pop's brake lights & it was a bad blade in the connector to the column. (white wire) i just clipped the wires & installed a bullet conector. sometimes the plastic used to make the connector housing will have some flashing that gets in the way of a good connection.

With the pedal depressed and the third brake light on, check the white wire in the column plug, both sides to make sure it is connected. If you have power in the white wire, proceed to the Yellow(left rear) and Green (right rear). If you have power in those two, then they should be working if you signals work. If you signals work, that eliminates any question about the wiring or grounds to the tail/turn buckets. That said, I am assuming the signals are working when the tail lights are on, if not then you may have a ground issue at the buckets.
Make sure to check both sides of the column plug to eliminate a bad connection here. Since these are the same wires for the turn signals and you find you don't have power coming out of both of them with the switch centered, then you have a bad head switch. This is the same switch gm made for years in the 67-72 chevy p/u and some vans, 67-8 camaro and gm cars of the same years from 66-68. With a few minor differences. Take yours out and match it up.
