California Emission Question

I need some help from you California folks. I have a cousin who is moving o Los Angeles. He has a 77 4 wheel drive truck with a big 460. The truck has all the emission equipment required in 77 which is fine for Illinois but no cat converter or anything. Will he need to upgrade?

I believe he is okay as long as the truck has all the original smog equipment that was put on from the manufacturer and that the emission levels do not exceed what it was certified for in '77. Can't be modified (carb, crankcase, cam, etc) and if it's running 'dirty' he'll have problems but no retrofit equipment is required. If it's got all the original stuff, I'd be more worried about a 30+ year old motor passing the exhaust sniff test.

So he will have to pass a sniff test since he does not have the original equipment. I am only confirming this because this is the e-mail information he sent me-


California law will only require that my vehicle meet emissions standards for a 1977 Ford F250, which essentially consists of: a PCV valve, and a evaporator canister, an engine firing on all 8, without overfueling. If it's got all of that, then it's completely street legal in CA. It just has to meet what the Federal law mandated for a 77 Ford, 3/4 ton truck in 1977, which wasn't much at all luckily. I got

that info. right from an advisor in the Cali. Bureau of Automotive Repair, and they are THE

authority on smog check stations


The truck is not set up with an original equipment (carb, cam, etc) so my thought is he will probably fair better to sell the truck here and buy something already certified. Your thoughts??

Presently all vehicles manufactured after 1976 are required to pass California emissions testing. However, one needs to really check with the California DMV on what equipment would have been required to be installed on that particular truck type in 1977. Even at that time California's smog requirements were considerably more rigid than those of other states.

He should be fine. California didn't require that 3/4 ton trucks meet the same smog testing as passenger cars and light trucks. This bigger truck was considered commercial vehicles.

Tammy, if the truck was 1975 or older, he wouldn't have to have anything on it, but for a 77 he'll need the original factory emissions controls as required by the state it was purchased in or last registered in. He won't have to add anything beyond the original stuff for California. He'll probably have to do a sniff test. If that doesn't pass, he may need to do some tuning. Have him Google the California DMV site. All the info is there. Where's he movin to?

Los Angeles........ Well then he'll be alright if he puts fringe with fuzzy little balls around the windows, tunes the radio to a Tejano station, and install hydraulics that will bounce the truck a foot up in the air........

Where bouts in LA? Nobody really lives in L.A. City, but L.A. County's about the size of the state of Maine. I had meetings at opposite ends of LA today and it took me 2 1/2 hours to get between them. That's the price ya pay to have 80 degree weather in February. LOL

A few years ago, I brought a couple of my cars into San Diego from New Mexico. I recall having to pay what basically was an import tax, seems like a couple hundred bucks, might have been more. Is that still true and if so, what is the rate? It might make a difference between buying one there and bringing one in.


CA Natives, any thoughts?

To answer your question, I don't know exactly where in LA he will be living I do realize that it will be outside of LA. He works for a guy who moved the business from Florida to California and has been traveling quite a bit so moving would cut out several trips a month for him. It will be hard, since all of his family is here. (then again maybe that will make the move easier-lol) We just wondered if it is worth the effort to bring an Illinois car to California and make it legal. Sounds like there isn't much to it.

I would hate to know I had to move out there, especially since I don't have in dingle berrys to hang from my dash. I used to go to LA every week in the 70's and early 80's. I would see all of that graffitti wrote all over the over passes. At the time I didn't know what it was.......I thought the same guy was writing it....it all looked the same to me. I remember being downtown..7th and Alemeda and could hear mexican or as we say, meskin music every where. It was a nasty place. I hate to say it but Texas, with 12 million illegal meskins running loose it's getting to look the same way. There's parts of Houston that look like your in 3rd world mexico. I wonder what it will be like in 20 years?

I don't mind the melting pot concept but I just wish everyone would melt!!! I just hate knowing my children are expected to know at least 2 languages just to get a job in Illinois. Come on now, I see the value of being able to speak several languages but if you go to France they don't speak English for you! As for my cousin, well he is a 230 lb power lifter so I don't know if many folks will mess with him and that makes me feel better. If I was California bound I would look at Northern California.
