Everyone from PA should read the article in the current issue of "Mopar Collectors Guide" (Nov. 2007) about the new law in PA. It is guaranteed to make your blood boil!!!!! There was a lot discussion about this floating around the internet earlier in the year, but for some reason, this article really nailed it home for me.

This is the fourth time of have seen this reported. Twice here, once on CHR and once on the HAMB. Two times it was reported by the same person(s). This is the first time that I have actually seen it in the print media. Recently I had seen it reported as not being true. However, there is a Q & A and other materials on this issue at PennDot website, so there is something to it. I have also read most of the PA regs governing this new policy.


It appears that this new procedure covers only vehicles seeking new titles. If you have a current valid title you should be okay. However if you have recently built a car (reconstructed or modified) then an inspection is required before titling. The primary difference that I can see (and I don't know it all) between now and previously (say like 2001) is that the vehicle has to be inspected by a inspection shop licensed for this specific work (an EVI station). Previously, any inspection mechanic could do the inspection and sign off on paper work. So you will still have to have the pre-title inspection as before, but it could now be a little more expensive. This past June (2007) I had my street rod inspected in by my regular inspection station (not EVI) and there were no problems issuing the inspection sticker. But in my case my car was titled by PA in 2001 (with a new PA assigned VIN). My other car, the 57 Olds, is licensed as an "Antique" and has no annual inspections required, nor was it required for Titling back in 1997. I have seen nothing from PennDot to advise me that anything has changed as far as my requirements for inspection nor any requirements requiring emission testing of these vehicles.


However, I assume that if you were to build or seriously modify a car, or purchase a vehicle with an out of state title, you would have to endure the additional requirements as promulgated by these new regulations. In my case, hopefully my next re-titling or build will be in Florida, so PA can stick it. Wonder where the hell SEMA was when the bureaucrats were screwing this one up?.

It looks like this would put me out of the market to buy any car that is not already titled in PA, and that really pisses me off. I had my eye on one for sale on this website, but now I'm afraid to make a move.

Hopefully this type of activity will remain in Pa. Just what we don't need is more hoops to jump through when registering a vehicle. Currently all we've had to do in KY when registering an out of state vehicle is have the police verify the VIN. On my last one they also checked the lights, horn and wipers which they never did before. Come to think of it, what would happen if you didn't have wipers? No registration? If it ends in KY it has to be good.

Promulgation or enactment is the act of formally proclaiming or declaring new statutory or administrative law when it receives final approval.

Lets review...the reason for a title USED to be to stop thieft and resale of a vehicle. The government wanted to stop people from stealing your car thereby supporting legal ownership. Things change! Now we are here to support the people who do the titling and it is used to tax. Hey, you need to register that gun too. Your newborn needs a Social Security number. Think I'll burn my library card...

Jerry, that was the excuse to get the auto laws on the books, but we all know it was just another "tax and spend" program to benefit government coffers. Sad thing is, that they continue to come up with ways to enhance revenue and not to benefit the quality of life for those citizens who have to fork over the money. Same old, same old. ;-)

Gerry, sorry about using that word, didn't mean to have to send you to the dictionary. Just an every day word for me. One of the benefits (or detriments) of 35 years of public service. :- 0

Al, I wouldn't let this change stop me from buying another car from out of state. But I would definitely make sure that all the paperwork was in order and the title clear before finalizing the acquistion and I would get a hold of a copy of the MV-426 in advance to make sure I have what is required.. I nearly got burned on my last out of state purchased and learned a valuable lesson to avoid complications in the future.

Unless I have missed something, the primary difference that I see with the new regs from the old, is that you now have to have the EVI shop inspect your car prior to getting the title, instead of just any licensed inspection station. I am not sure if the EVI shop will be able to submit your approved paperwork directly (online) to PennDot for tags. I will have to check on that. If so, that could save the extra time required to have everything processed at PennDot Harrisburg.

If this works with PA, it could be coming to your state some time in the future. States like to copy successful working programs from other states and states are always looking for ways to make money.

I think it will be much easier to buy a vacation home in Delaware and license my cars there.
