Looks like custom coachwork. Possibly European. Chasasis could be anything but probably also European. Delehaye is a good guess. Identifying the coachbuilder would be more interesting that knowing the chassis mfr. Appears to be a drawing. Front wheel looks to big to fit underr fender. Do you have any info at all on this car?
Do a search on Delahaye. I did and some of them had the sweeping front fender into the rear fender's. It's a French made car. "Boyd" sold one at Barrett Jackson either this or last year. My guess is still Delahaye.
Also do searches on Figoni and on Saoutchik. Each of these French coach builders designed bodies similar to your picture. Customers ordered these bodies for Delahaye, Delage, Bugatti, Talbot-Lago, and others.
Fuuny picture, is that the best you've got? Looks like a model or something, no glass etc. I'll go with the direction of the other guys suggestions though.

I have no idea who built this,I just seen it in a auto swaper I bought the other day, and loved the car. I have never even heard of any of those car names you guys have mentioned, but I will surely look into them. thanks for the input!
