Ive heard level and also heard some set it up with a slight downward tilt, can you offer some insight to this and why? If we get away from level, What degree downward would you go with?

Don't go down---Keep the lower paralell with the ground. You'll throw off the whole front geometry if downward.

On a new install they will be pointing down if the springs havn't settled. But once the springs are settled you want them level at ride highth. This get tricky when you need to cut the coils anyway, but you don't want to cut to much. So don't shoot for level with fresh springs. Work your way down as they settle
